The Union Public Service Commission (UPSC) has also brought forward a revolutionary program-Pratibha Setu, which aims at bridging the gap between high-performing applicants who attained all the UPSC examination levels but fell just under the final merit list, with employers both of the government and the private sector. This improved scheme is what was formerly referred to as the Public Disclosure Scheme that will be a game-changer to both candidates and recruiters as it will open up new career opportunities to some of the brightest minds in India. Anand Mahindra, Chairman, Mahindra Group said on X “Connecting non-recommended UPSC achievers with top employers is a win for meritocracy and a leap for India’s talent ecosystem. Kudos to UPSC for Pratibha Setu!”
How Pratibha Setu works for candidates and employers: A second chance at success
The Pratibha Setu is a channel that has more than 10,000 candidates under various prestigious UPSC exams, e.g., Civil Services, Engineering Services, Forest Services, CAPF, Medical Services, Geo-Scientist, and IES/ISS. These candidates have shown merit beyond doubt as they have passed all the examination stages, but because there are not very many vacancies, or very slight differences in marks, they have been recommended against, in the final selection.
Employers are either through central government institutions or privately. The employers can also register through the Pratibha Setu portal. Once verified, they can access a secure database which has the soft biodata of these high performing candidates, their qualification, contact details etc. This open system would also allow the employers to directly reach and hire the talent that has already been subjected to the strict selection process of UPSC.
Pratibha Setu enables candidates having worked years to perfect their skills to be given a second chance to be selected. With this arrangement in place, UPSC helps their members as well as their achievements to be seen and compensated by top recruiters even though they do not make it in the final list. This is an initiative that confirms their abilities and leads to the opportunity to fill vacancies that they are skilled at and have a desire.
To employers, Pratibha Setu is a talent goldmine. These applicants have already shown their worth by passing some of the hardest exams in the nation. It uses a methodical, transparent, and an efficient process to identify and hire people that are as deserving as the people proposed, through his words. This has special utility in organisations that are interested in the opinions of professionals who have analytical capacity, discipline and strong loyalty to either working in the public interest or technical perfection.
Pratibha Setu does not allow the employer to remain deprived of talent by connecting them with the high-performing candidate. It favours the national agenda of the country in terms of meritocracy, transparency and productive exploitation of human resources. This initiative also portrays the plans that UPSC has towards developing the dreams of the younger generation of India to enable the development of the administration and technical workforce of India.
Dr. Shashi Tharoor, Member of Parliament said on X “With Pratibha Setu, the journey of excellence doesn’t end at the merit list. It opens new doors for India’s most capable youth.”

Future outlook
Pratibha Setu is not only a recruitment platform, it is also a road to new opportunities, a hallmark of excellence close but not quite, and a statement on the shifting purpose of UPSC in the ecosystem of Indian talent. With this, UPSC is cultivating an atmosphere where merit is given its due reward incorporated, not only within governmental sectors but also outside of it. Pratibha Setu is a positive move both to the aspirants and the employers.
