Union Budget 2020: Industry Lauds the 8000 crore National Mission on Quantum Technologies and Applications

The Union Budget 2020 was announced on 1 February 2020, and special importance has been given to artificial intelligence, IoT, quantum computing and so on

The Government of India, in the Union Budget 2020, has announced a National Mission on Quantum Technologies and Applications (NM-QTA) with a total budget outlay of Rs 8000 crore for a period of five years to be implemented by the Department of Science and Technology (DST).

The government hopes that the mission will help prepare the next generation of skilled manpower, boost translational research and also encourage entrepreneurship and start-up ecosystem development. By promoting advanced research in quantum science and technology, technology development and higher education in science, technology and engineering disciplines India can be brought at par with other advanced countries and can derive several direct and indirect benefits.

Nirmala Sitharaman, Union Minister for Finance and Corporate Affairs, in her speech said “ New economy is based on innovations that disrupt established business models. Artificial intelligence, Internet-of-Things (IoT), 3D printing, drones, DNA data storage, quantum computing, and so on are re-writing the world economic order.”

“Quantum technology is opening up new frontiers in computing, communications, cyber security with wide-spread applications. It is expected that lots of commercial applications would emerge from theoretical constructs which are developing in this area. It is proposed to provide an outlay of ` 8000 crore over a period five years for the National Mission on Quantum Technologies and Applications,” she added.

The industry in the meanwhile has lauded the efforts undertaken by the government towards the proliferation in this year’s budget. “With a thrust on talent, technology and entrepreneurship, Budget 2020-21 is a promising budget in support of making India’s $5 trillion economy dream come true. It is heartening to see initiatives that are aimed at enhancing digital penetration in the country by making Fibre to the home (FTTH) accessible to 100,000 Gram Panchayats via Bharat Net, which will go a long way in bridging the digital divide. Also, the decision to build data centre parks for the private sector is another step towards making India a data economy superpower. Furthermore, strategic initiatives aimed at leveraging new-age technologies like the Internet-of-Things, machine learning, robotics, bioinformatics, quantum computing and artificial intelligence across sectors will further help in laying the foundation of a robust, digital economy,” said CP Gurnani, MD and CEO, Tech Mahindra.

The next-generation transformative technologies that will receive a push under this mission include quantum computers and computing, quantum communication, quantum key distribution, encryption, crypt analysis, quantum devices, quantum sensing, quantum materials, quantum clock and so on. The areas of focus for the mission will be in fundamental science, translation, technology development, human and infrastructural resource generation, innovation and start-ups to address issues concerning national priorities, says the government.

“Acknowledging the influence of technology in shaping the new age economy is a distinct aspect of the Union budget. Focus on artificial intelligence and targets set for quantum computing is a step in the right direction to strengthen India’s position as a frontrunner in exponential technologies. From IT services perspective, it will be interesting to see if setting up more export hubs is encouraged by incentives for the industry that has been at the forefront of exports for the country,” says Sanjay Jalona, CEO and MD, L&T Infotech

The range of quantum technologies is expected to be one of the major technology disruptions that will change the entire paradigm of computation, communication and encryption. It is perceived that the countries who achieve an edge in this emerging field will have a greater advantage in garnering multifold economic growth and dominant leadership role.

“The government’s announcement of setting up a policy to build data centre parks throughout India for digital connectivity and the allocation of Rs 6,000 crores for BharatNet is a big step towards a successful Digital India initiative. This will increase the adoption of technologies such as IoT, Analytics and AI; leading to an unprecedented amount of data generation. Data management and protection will play a key role to safeguard the citizen’s data from cyber-breaches. Implementation of the mission would help develop and bring quantum computers, secured communications through fibre and free space, quantum encryption and crypt-analysis and associated technologies within reach in the country and help address India specific national and regional issues.
