The Office Space Boom

From the days of looking for 5,000 sq ft of office space for setting up tech
startups the in 1990s, we have come a very long way. "These days, many companies
look for a half mn to 1 mn sq ft of space," says Anshuman Magazine, managing
director of the real estate consulting firm, CB Richard Ellis, South Asia.

India has made its mark across the globe with its IT and ITeS capabilities.
But it's the real estate development back home, which is the prominent physical
evidence of the impact Indian companies have made internationally. The country
has already crossed the 100 mn sq ft mark of office space available. By the end
of the year, CB Richard Ellis estimates it to cross the 140 mn sq ft mark.

India is now dotted with technology parks, not just in the metros, but in
several other cities as well. And as the special economic zone (SEZ) wave grips
the country, IT is riding that as well. The government is creating the policies
to attract investments, so that various industries-IT, manufacturing and
others-get the right backing, tax breaks and the space to grow. The real estate
industry, meanwhile, has also risen to the challenge and is now creating
high-quality, world-class office spaces for the upcoming and new industries.

The Story so Far

When the pioneering IT companies started doing well, it spawned a
whole new set of companies wanting to duplicate the success. "When the IT
industry was just finding its foothold in Bangalore, there was only one
above-average office building in Bangalore, in the heart of the city," says
Magazine. Companies started setting up, expanding, merging and getting acquired.
This accelerated the need for space. Companies wanted huge spaces to seat their
hundreds of employees; they felt the need to look for large plots of land,
instead of being in separate buildings spread all over the city. Of the 100 mn
sq ft of office space available currently, 80-85% is taken up by technology
companies, says Magazine. While IT/ITeS has been the driver for the growth in
the office-space market, financial companies, too, are now in need of bigger
space.

The growth of the IT industry also brought in improvements in the quality of
real estate developments. IT industry introduced the concept of workstations,
and India moved away from an environment where only the boss's room was
air-conditioned. Productivity being of paramount importance to companies,
air-conditioned floors became a reality. With office campuses shaping up on the
outskirts of the city, companies started thinking of ways to keep their
employees happy, leading to the advent of fully equipped office spaces complete
with gyms and cafeterias.

Along the way, in 1991, the government brought in the Software Technology
Parks of India (STPI), which helped software development companies get their
export-oriented act together in a better manner. The STP scheme has brought in
tax benefits and various attractive offers to software development companies.
STPI has several centers across the country and has set up several parks.

Where is the Action?

Bangalore, the National Capital Region and Mumbai have seen
tremendous growth in office space. Pune is also seeing rapid development.
According to Magazine, proximity to Mumbai, supply of qualified manpower from
scores of professional educational institutions, and good weather, make Pune a
formidable rival to Bangalore as an ideal IT investment destination.

Chennai has seen loads of office space construction as well, as has
Hyderabad. Kolkata is next in line, though the development levels are not to the
tune of what has been seen in Pune and Hyderabad.

All office-space construction has to take into account whether the companies
setting up shop in them will be able to find quality manpower. So, with huge
developments concentrated in the tier-1 cities, the new developments are
sticking closer to these zones, so that manpower availability is handled better.
Therefore, even though India has huge manpower potential in its tier-2 cities,
companies are not in a huge rush to set up shop there. Mysore, Jaipur, Mohali,
Kochi, Trivandrum, Ahmedabad, Indore, and many other such cities have seen
investments from infrastructure builders, and there are companies setting up
shop there as well. However, this is more due to the trickle-down effect, not
due to any excitement generated by the potential in these cities.

Technology Parks and SEZs

Several builders and infrastructure providers have created office
spaces in the form of technology parks. With these developments, they hope to
cater to technology companies by providing the kind of infrastructure they
require for their business. Some of these infrastructure providers are Ascendas,
Larsen & Toubro, Godrej Properties, the Brigade Group, and Sobha Developers. You

Many setups start as technology parks and can get SEZ status by meeting the
SEZ guidelines. Other than this, several IT SEZs have also been sanctioned by
the government. Anshuman Magazine considers that SEZs can play a very powerful
and instrumental role in the next phase of IT/ITeS growth of India.

Being part of a special economic zone brings in many benefits. SEZ is a
specifically delineated duty-free enclave, deemed to be a foreign territory for
the purposes of trade operations, duties and tariffs. As of 2007, more than 230
SEZs have valid formal approvals and over 100 have been notified. Out of these,
64 are purely for IT and IT/ITeS purposes. IT giants such as Infosys, Wipro,
Satyam and TCS are among the ones which have got notified so far. According to
Magazine, "With the 100 notified SEZs as on March 31, 2007, the expected
investment is over Rs 300,000 crore and is further expected to create over
1,575,452 additional jobs."

More than just Intent

However, having a policy on paper and approvals for SEZs is only one
part of the picture. SEZs are on large land acreage. For a special economic zone
to duplicate an economically active area, you need a working social environment
as well. This means massive investment in social infrastructure as well,
including schools, hospitals, housing zones, hotels and restaurants,
entertainment avenues, and so on. Otherwise, it is not possible to attract
investors or manpower.

All office-space infrastructure has to ensure a whole host of things for
companies. They need proper connectivity to the area-whether by road, rail or
air. Power and quality of power is crucial, and so is availability of water.
Digital connectivity is yet another. Putting all these things together is no
mean job.

Then there has to be clear and transparent laws in place. Right now, there is
much confusion on what is permitted and what is not. By and by, the rules are
expected to become clearer. And that will further bring up the confidence level
of investors, and companies looking for space.

The Drive for Investments

You could have huge tech parks and SEZs shaping up across the
country. You could have loads of money being pumped in to set up the
infrastructure. And you could even have the people to work in them. But the need
is now for huge investments-investments that will create the environment
required for a viable social setup. The SEZ Act allows for 100% FDI in SEZs. You
also need companies to come and set up their centers in the country. All this
cannot happen without loads of effort going into it. According to Magazine,
"There has to be a huge effort on the marketing side. You need the setup, you
need the infrastructure, the manpower, and all of them have to be put together
in an irresistible package, for the investors to come in."

L&T Tech Park, Kochi

The first IT park by L&T Tech Park,
a subsidiary of L&T Urban Infrastructure, is coming up in the picturesque
campus of Infopark Kochi. It is a 51:49 joint venture project between L&T
Urban Infrastructure Ltd and Pragnya Fund 1(investment partner), a
Mauritius-based private equity fund.

The Government of Kerala has
declared L&T Tech Park as a Special Economic Zone (SEZ). L&T Tech Park will
be located 25 km from the Cochin International Airport, 13 km from Kochi
International Seaport, 12 km from the railway station, and 12 km from the
heart of the city. The project will be executed in two phases. Phase I is
Tejomaya, 4 lakh sq ft (to be commissioned in September 2007); Phase II is
Swapnalaya, the construction of the 21-storied Signature Tower with a total
built-up area of around 4.50 lakh sq ft, which will begin in 2008. IT majors
including TCS and L&T Infotech have already taken space in Tejomaya.

Tejomaya will have an area of approximately 40,000
sq ft per floor and Swapnalaya will have 16,000 sq ft, complete with
heating, ventilation and air-conditioning, backup power and other
state-of-the-art facilities. Both the buildings will have all the modern
lifestyle amenities such as a 350-seater cafeteria, entertainment kiosks,
indoor games hall, health club, conferencing facilities, banking facilities,
business centers, and convenience stores, which will make work a joyful
experience for everyone.

BPTP Park Centra, Gurgaon

Park Centra is being developed by
Business Park Town Planners (BPTP) Group. It will be situated on NH-8, in
the heart of Gurgaon.

Park Centra will be built on a total
land area of 5.1 acres and a built-up 1.1 mn sq ft, of which 0.63 mn sq ft
will be saleable area. The Park will be designed keeping in mind the
specific requirements of the growing IT and ITeS organizations. It would be
a self-sufficient complex with broadband connectivity, advanced security
system with complete access control, open area, banks, ATMs, restaurants,
24-hour café, WiFi connectivity, and so on.

Mahindra Technology Park, Jaipur

Mahindra Technology Park is a joint
venture between Mahindra Gesco Developers and Rajasthan State Industrial
Development and Investment Corporation (RIICO). It is located within
Mahindra World City, which is just 16 km from the airport and 20 km from the
railway station. It is located within a notified SEZ.

The first 200,000 sq ft area will be
ready for internal fit outs by June 2008, with complete amenities. The
common facilities include 100% power backup, large food court, ATM centers,
common services center, basement parking, society clubs, health clubs and
gymnasiums, entertainment zones and plazas, jogging tracks, serene green
surroundings with wellness parks, etc. Top IT/ITeS companies such as Infosys
and Wipro have signed up to for office spaces in Mahindra Technology Park.

Brigade Tech Park, Bangalore


Brigade Tech Park has been built by
Brigade Enterprises, in accordance to international standards, using
post-tension construction technology. The Tech Park has two blocks: Block A
has 142,000 sq ft and Block B has 302,400 sq ft. The Park is strategically
located next to ITPL (Information Technology Park) and the export processing
zone, considered as the IT hub of Bangalore. It is located at a distance of
18 km from MG Road and 10 km from the airport.

The basic facilities of the Tech
Park include a large floor area to suit specific requirements. Floor plates
range from 13,000 to 24,000 sq ft (1,200 to 2,250 sq m) and 32,000 to 50,500
sq ft (3,000 to 4,700 sq m), flat-slab construction and efficient column
grid span of 10.5 m x 11.5 m to facilitate better interiors and utilization
of floor area. Other features include 100% generator backup, and ample
multi-level parking for cars and two-wheelers. The Tech Park also has other
modern lifestyle and recreation facilities such as swimming pool, cafeteria,
coffee shop, gym, ATMs, etc.

Khivraj
Tech Park is developing Olympia Tech Park, which is located in Guindy. The Park
is located just 4.5 km from the airport. The IT Park comprises three towers-Citius,

Olympia Tech Park is compatible with
all the needs of an IT company. It has an interconnected floor plate size of
150,000 sq ft and telecom broadband connectivity with redundancy through
multiple service providers. The Park has a futuristic design,
state-of-the-art construction, and environmental compliant planning
facilities. It also has high-capacity multi-level and basement car parking
along with other recreational facilities, such as food courts, gymnasiums,
etc.

Teraspace (IT Park), Pune



Kolte Patil Developers is developing
Teraspace in a joint venture with ICICI Venture Fund Management. The IT Park
is well connected to the main nodal points of the city. It is located at 15
km from Commercial Business District (CBD), 11 km from the railway station,
and 10 km from the airport.

Teraspace will have the
state-of-the-art facilities such as 100% power backup, high floor
efficiency, large column grids, intelligent BMS, ample car parks, and other
support services. It will also have world-class recreational amenities like
gyms, restaurants, banks, ATMs, food courts, training centers, incubation
centers, etc. The IT Park can accommodate upto 12,000 people.

The Cerebrum IT Park, Pune

Kumar Housing Corporation is
developing Cerebrum IT Park in Pune. The IT Park is located near Kumar City,
Kalyaninagar. It is located at a distance of 4 km from the airport and 5 km
from the railway station.

The Cerebrum IT Park comprises two buildings: B1 and B2. B1 is complete;
most of it has also been leased out. Some of the companies that have signed
up for occupation are Cybage, Mastek, Hexaware, S1 Services, Gamcom,
Celunite, and Lightbulb Technologies.

B2 building is in the process of completion, and 100,000 sq ft is already
taken up by Fiserv India. It can accommodate approximately 11,000 people.

The IT Park offers world-class facilities such as 100% power backup, 24/7
water supply, and broadband facility through all leading service providers.
It also offers recreational facilities and amenities such as food courts and
ATMs.

International Tech Park, Pune

International Tech Park Pune (ITPP)
is being developed by Ascendas and Maharashtra Industrial Development
Corporation (MIDC). It is located within Phase III of the Rajiv Gandhi
Infotech Park, Hinjewadi, a designated Special Economic Zone (SEZ). In close
proximity to the Pune-Mumbai Expressway, the Park is easily accessible from
the city center, Pune railway station and the Pune airport.

ITPP offers quality business space
with features such as large floor plates ranging 15,000 to 60,000 sq ft,
ample parking space, lush landscaped open spaces, business lounge, etc. The
Park offers the same type of facilities as has been planned for ITPN. Other
lifestyle amenities that ITPP offers include gymnasium and health club,
banking facilities, food courts and fast-food kiosks with al fresco dining,
multi-cuisine restaurants, mini market, play garden, event plazas, and
amphitheatre.

Gujarat Infocity, Gandhinagar

Infocity is a joint venture
between Creative IT an associate of Creative Choice Group (USA) and Gujarat
Informatics, a nodal agency of the Government of Gujarat. The IT Park is
located very close to the international and domestic airport and the railway
station.

The Infocity has all
state-of-the-art facilities such as 100% power backup, 24-hour water supply,
large-capacity high-speed passenger and service lifts, etc. IT Tower 1 is
ready for possession and has a built-up space of 2.50 lakh sq ft. In total
18 IT towers have been planned. It also has other world-class recreational
facilities like multi-cuisine food courts, banks, ATMs, retail outlets, a
business center, ample parking space, and a beautifully landscaped area with
manicured lawns, water bodies and gardens.

Presently, around 42
companies have signed up including TCS and Microsoft. Space to seat more
than 6,000 employees has been taken up.

Sobha Hitech City, Kochi

Sobha Group is in the process of
acquiring around 400 acres of land in Kochi for setting up Sobha Hitech
City. The entire project is scheduled to be completed in a period of eight
years, which will be taken up in phases. Phase I is expected to take three
years for completion. The land identified is on a picturesque island, very
close to the by-pass highway near Maradu in Kochi. It is around 8 km from
the city center and approximately 20 km from Cochin International Airport.

Of the 400 acres, 180 acres will be set aside for
open spaces and public amenities such as roads, bridges, parks, water
bodies, educational institutions, hospitals, etc.

Chennai Tech Park, Chennai

Chennai Tech Park is being developed by India Land and
Properties. in Ambattur, which is located in the northwestern part of
Chennai. It is 15 km away from the airport and the sea port. The Park
comprises three towers. Signature A and B Floor have plate sizes of 70,000
sq ft (split into two modules) each and Signature C has a floor plate size
of 60,000 sq ft.

The Tech Park has a centralized energy monitoring system
for air-conditioning and for automated energy billing. It has an adequate
number of elevators to handle peak hour traffic and adequate parking space
in the basements. In addition, the Park is registered with US Green Building
Council for LEED Certification and uses eco-friendly equipment for energy
efficiency, use of renewable energy, provision of rain water harvesting,
etc.

Godrej Waterside, Kolkata

Godrej Properties is developing
Godrej Waterside, an IT Park, in the heart of Kolkata's Salt Lake Sector V
area. It is a joint venture with Infinity Infotech Parks. The IT Park will
be located at a distance of 20 km from CBD, 16 km from the airport, and 12
km from Sealdah railway station.

Genesis, another tech park by Godrej Properties, is also
coming up in Salt Lake, Kolkata

The IT Park will be developed in two
phases: Tower 1, comprising a total space of 601,065 sq ft, will be
completed in the first phase (June 2008), and has ten levels of dedicated
office space. Tower 2, which will be completed in the second phase, offers a
total space of over 1,166,255 sq ft, and has 17 levels of dedicated office
space.

Godrej Waterside offers excellent
facilities such as 100% power backup, high-speed connectivity and sufficient
bandwidth from reputed government and private players, 24-hour water supply,
an expansive food court, an outdoor lounge pavilion, landscaped
surroundings, double basement car parking, provision for retail, etc.

The Ambiguity Now


Underlying all this positive sentiment is the ambiguity that SEZs
have brought in with respect to STPI. Companies who have leveraged the STPI
schemes are still ambiguous with respect to SEZs. The SEZ policy says that a new
business can be set up in the zone, but no relocation of an existing business
will be allowed. So, existing STP schemes and then moving to SEZs is currently
in a haze. An extension of the STP scheme for such companies is expected.

Lots of Supply Ahead

As the IT/ITeS industry goes ahead with its strong growth plans, the
demand for office space continues to be robust. And by the looks of it, supply
also shows no sign of being in a crunch. This spells good news for companies, as
they get a lot more choice to set up their offices at competitive prices. The
pressure is now on developers to give better quality spaces at the best rates.
If infrastructure development happens on similar lines, there is little reason
to go wrong to keep the IT growth going. Plus huge, innovative, well-packaged
and concerted marketing efforts at the government and industry level can drive
in investments into the country. This will ensure that the huge investments
going on now do not go waste.
