RAJASTHAN: Swift Path To ‘E’

Rajasthan’s
department of information technology
(DoIT) has developed the government’s
intranet, called ‘raj-SWIFT’–statewide intranet on fast traCck. Raj-SWIFT
is a web-enabled application catering to a closed user group, being hosted on a
web server situated at DoIT and connected to the internet via a 128Kbps leased
line. In the first phase, raj-SWIFT would be used by the chief minister, his
secretariat and district. In the second phase, all district level offices of key
government departments, panchayat samitis, educational institutions and other
agencies would be able to use raj-SWIFT for intra and inter departmental
communication.

RajNidhi
information kiosk project

RajNidhi is a
web-enabled information kiosk system designed and developed by DoIT, Government
of Rajasthan, in collaboration with Rajasthan State Agency for Computer Services
(RajComp). From these information kiosks, citizens would be able to access
information related to health, family planning, immunization schedules for
children, employment, transportation, distance education, agriculture, water and
electricity connection, birth and death registration, approved housing
societies, rates of land and building taxes.

Chief minister’s information
system

An information
system has been developed for the chief minister’s office and some modules of
the package have been implemented to web-enable the vital data. These would be
required by the chief minister to use and monitor key activities of various
government departments. The project has been taken up jointly by DoIT and
RajComp.

Intranet for Jaipur city
police

An intranet,
Aarakshi, built using internet technology, tools and standards for Jaipur city
police, was developed by DoIT. It enables field level officers to carry out
online communication regarding crime data and criminals’ photographs. Besides,
a crime information system has been implemented in majority police stations of
Jaipur.

Computerization of district
collectorate

Computerization
of Ajmer Collectorate was taken up on pilot basis in 1996-97. It includes a
grievance monitoring system, monitoring of court cases, financial accounting,
arms license, small savings monitoring, claims by agents, famine and flood
relief system of various offices like SDO, DRDA, Treasury and ACM.

Computerization of hospitals

DoIT has
computerized registration of outdoor and indoor patients of the Jay Kay Lon
Hospital, Jaipur, on a pilot basis. This has been done using PC-AT 286 and 386
machines which were lying unused in government departments.

Computerization in
Registration and Stamps Department

A software,
Rajcrest, has been developed to computerize the activities of the office of the
sub registrar. This facilitates efficient and fast registration, inquiry and
cash deposit, and storage of registration documents in computer.

Networking of Secretariat

The plan for
networking the Secretariat campus envisages structured cabling in about 1,000
rooms covering 7-8 buildings. Besides other applications, RajNidhi would be
served to the users of this network. IIT Kanpur is providing consultancy for
this project. The design for the project is complete and is awaiting a technical
and commercial bid to be finalized.

Vikas Darpan

A GIS-based
planning and decision support system facilitates resource-based decentralized
planning through comprehensive databases of 40,000 villages, 237 panchayat
samitis and 219 tehsils based on about 200 demographic and socio-economic
indicators. This project has won consecutive awards from ESRI in 1996 and 1997.
