While designing and building a Bharat 2047 operating system is complex, the most challenging and very complex part is operationalizing this new operating system to use new governance models, services, operating models, policies, acts, rules, regulations, processes, standard operating procedures, work in new smart workplaces, and apply new leadership skills in legislative, executive, and judiciary systems. 

For the last 75 years, no revolutionary changes have been made to Bharat's operating system except for a few changes. Hence it may take a few years to institutionalize the newly built operating system that helps realize the Bharat 2047 blueprint, which has 5 Themes, 30 Objectives, and 200 Key Result Areas. 

What to Operationalize to unlock the power of the Bharat 2047 Operating System

Building new capabilities and assets is imperative if we want to implement and unlock the power of a new operating system for Bharat 2047. The projects are the catalysts that create these new capabilities and assets in the form of many outputs; examples are electrical roads, digital laws, smart schools, Robot Teachers, AI Supported Judicial system, qualified and competent human resources, and others. 

For example, let me explain how the outputs are defined for a theme, objective, and key result areas of the Bharat 2047 blueprint.

For illustrative purposes, I am sharing below the 16 outputs that create the new assets and capabilities to realize the theme, objective, and key result areas mentioned above.

1. Personalized and digitalized pedagogies, tools, techniques, and channels with integrated innovation knowledge as part of regular subjects through experiential learning  
2. Digital Innovation Body of Knowledge 
3. 4th and 5th industry revolutions aligned course content from KG to PG
4. Education metaverse platform that is configurable for different disciplines and age groups 
5. Cyberbullying prevention laws, policies, processes, laws, and SoP for the metaverse 
6. Virtual society laws, regulations, and etiquette in the metaverse 
7. Preventive mental healthcare institutions 
8. Rehabilitation centers for digitally addicted people  
9. AI-driven Robo teachers for different subjects and classes
10. Policies, processes, laws, and SOPs for teaching by robot teachers 
11. Robo teachers and human teachers' interaction and collaboration tools, methods, and channels
12. Detailed operating model, KPIs, reference handbook on digital classroom setup infrastructure, SOPs, and management 
13. Detailed operating model, infrastructure sizing guidelines, baselined technologies, and tools for designing, building, and operating the digital center of excellence 
14. Autonomous manufacturing model factory and produce a few products 
15. AR/VR-based visual inspections quality management platform for SMEs 
16. Model digital twin for predictive and preventive maintenance

The outputs mentioned above cannot be identified in an ad-hoc manner. I summarized below the framework to design and build these outputs, which was explained in detail in the previous articles.

Now let me explain how the sixteen outputs, as explained above, are built by executing 5 Programs and 12 Projects described below. The following table is given only for illustration purposes.

A similar exercise will be done for all 5 themes, 30 objectives, and 200 key result areas of the Bharat 2047 blueprint. That means thousands of outputs in the form of new capabilities and assets must be operationalized effectively and efficiently.

Significance of Operationalization of new capabilities and assets (Outputs) 

While projects successfully deliver these outputs in the form of new capabilities and assets, the most challenging task is how the government ensures that these outputs are operationalized and used with the least resistance from current colonial-flavoured legislative, executive, and judiciary systems.

Operationalization of the Bharat 2047 operating system requires significant change management. Irrespective of business or government, most of the leadership and execution effort (maybe 98%) today is spent on day-to-day activities, and they do not have quality time to think, get trained, and use the new assets and capabilities built by the outputs delivered by the execution of many projects. 

Getting additional leadership and execution bandwidth requires additional resources and supporting investment. Most of the time, operationalization efforts and investments are underestimated, leading to confusion, frustration, stress, and major failures. 

Key challenges to operationalizing Bharat 2047 Operating System 

For example, suppose we want to introduce AI-driven Robo teachers for different subjects and classes (one of the 1000s of new capabilities and assets) built as part of one of the projects. In that case, we face many challenges, as mentioned below:

Short-term focused Political Agenda: Political leaders focus on immediate benefits that help them get votes next time to win the elections. Hence, they often prefer to avoid bringing revolutionary changes that take time to deliver benefits, while people look for immediate/quick benefits. 

Lack of High-Performance Work Ethic: Government officers are flooded with day-to-day operational issues, and those who take more work may not get any additional benefits or recognition. Irrespective of performance, they grow in their career ladder. It is my observation that many government officers prefer to be reactive than proactive, and they prefer not to go the extra mile; those who have proactively gone the extra mile and tried to do innovative works may experience the wrath of the political leaders in various situations. In summary, they lack high-performance work ethic culture in most government departments. Of course, Bharat's very committed, passionate, and patriotic government officers are there today, but the number is decreasing. 

Poor Communication and Change Management: Poor communication and change management strategy and plan while implementing new capabilities. For example, while implementing Robo-teachers within educational institutions, existing teachers may feel highly insecure and think their jobs will be lost due to robo-teachers. 

Poor Training & Preparation: Ineffective and improper training of the concerned stakeholders to understand the positive change, rewards, and risks of implementing a new capability like Robo-teachers lead to huge resistance and friction. 

Lack of enough budget, resources, and leadership commitment: With proper leadership commitment and governance, additional budget, infrastructure, and resources are required to institutionalize any new capability like Robo Teachers into schools and colleges. In most cases, going with a big-bang approach leads to major failures without an additional budget, resources, and leadership commitment.

While there may be many other challenges, the ones mentioned above are critical to addressing to operationalize Bharat 2047 effectively. 

Nine guiding principles to effectively operationalize Bharat 2047 Operating System

I propose nine guiding principles that effectively operationalize the new operating system and prepare Bharat to become a Super Developed Nation by 2047.

1. The strong political will to build super developed Bharat by 2047.

2. Leadership commitment by legislative, executive, and judiciary systems.

3. Budget for operationalization of new assets and capabilities (outputs).

4. Additional resources to focus on institutionalizing new capabilities and assets.

5. Operationalization structure, roles, responsibilities.

6. Operationalization planning, executing, monitoring, and controlling.

7. Motivation triggers to embrace and use the new capabilities and assets.

8. Fear-free environment to accept challenges and failures.

9. An attitude of starting small, failing small, failing fast, and scaling soon.
