Second day of Worldwide cyber security summit opens up with a brainstorming sessions by global think tanks of cyber security administrators.

The experts recommended a 4 point actionable if implemented would allow government- authorized users to communicate even when networks are jammed. These authorized users would include public or private sectors individuals with critical role in times of crises.

Among them critical infrastructure operators ( communications, energy, financial services and transportation) ; public safety officials ( health care, local government, emergency management) and individuals with national security responsibilities.

Recommendation 1 : Championing Robust International Communications

Government agencies and other stakeholders must articulate their need for robust international communications.

Recommendation 2 : Due Diligence for Modern International Crisis Management

Government must install available technologies solutions that ensure high probability of completion for the most critical international communications.

Recommendation 3 : Networks Provisioning of Priority International Communications

Network operators should provide leaderships, cooperating with each others and governments to implement and maintain Priority International Communications capabilities in their networks. To make PIC a reality , networks operators around the world will need to cooperate in how they implement ''gateways'', the networks nodes that lead to other networks.

Recommendation 4: Technology Deployment Leadership

Network equipment suppliers should provide international standards- based software within their systems to support PIC capabilities
