After taking the onus of piloting the UID project in the state, the Karnataka
e-governance department has gone in hibernation, waiting for guidelines from the
UIDAI center.
The expected guidelines are a set of instructions, which the Government of
Karnataka would follow in the UID project.
MN Vidyashankar, principal secretary, e-governance department says, "We are
just waiting for the guidelines, and based on it we will plan our rollout. The
guidelines will decide the nuts and bolts of the implementationlike how the
rollout will be; how training would go; who would be the registering authority,
etc. The guidelines are expected to come by November."
Vidyashankar informs that UIDAI will itself decide on the expected data
center, and the technical team. He says, "The entire UID process will be through
public-private partnership model. The center will select a registering
authorityeither from LIC, banks, post offices, or any other departmentwhere
individuals will submit their forms, and register for UID.

He says, "Who would be the registering authorityis what we are waiting to
know."
In brief, the entire process of implementation will be chartered out in the
guidelines, and the state department will be responsible for regulating
operational issues like training and rollout process, following the guidelines.
However, the department has formed a team of four officials, including
Vidyashankar. The other members are Dr Ravindran, CEO of center of e-governance,
Government of Karnataka; T Srinivasan senior programmer, e-governance
Secretariat; and a senior consultant.
After receiving the guidelines, this team is expected to meet the UIDAI team
led by Nandan Nilekani in Delhi, for taking it forward.
