Credited for her role in creating a Village Planning Information System (VPIS),
a Web-based retrieval system enabling retrieval of analytical information

relating to demography and nine types of amenities available in 638,439

inhabited villages as per Census 2001. Credited also for her role in

District Planning Information System (DPIS), also a Web-based retrieval

system enabling retrieval of analytical information relating to demography

and nine types of amenities available as per Census 2001. Known for her

role in Non-Government Organization (NGO) Database, a step towards

e-Governance; for role in MIS on Flagship Program including Bharat Nirman

Project, a step towards e-Governance.

INNOVATION

Dr Amarjit Singh, commissioner,

Health and Family Welfare Department, Gujarat





Credited for his role in Integrated Diseases Surveillance Project, a
project that wishes to minimize the impact once an epidemic outbreaks, a

truly innovative project intended to be backbone of public health delivery

system in the Gujarat state. Credited also for his role in creating a

Hospital Management Information System (HMIS) as a paperless, Web-based

application being implemented at all the civil hospitals across Gujarat

state.

Dr A Ravi Shankar, superintendent of

Police, Hyderabad, Andhra Pradesh





Credited for his role in creating a Control Room Tracker: A Hawk's Eye,
an e-Governance based police application for tracking incidents, crime and

criminals using GIS, GPS and wireless remote applications. Credited also

for his role in creating an automatic vehicle locator (AVL) system,

another GPS based vehicle tracking system that offer numerous benefits to

law enforcement agencies of all types. Known for his role in critical

incident mapping, management, and documentation for critical incidents to

assist with incident management.

Dr BN Shetty, senior technical

director, NIC & HOD, External Affairs Informatics Division





Credited for his role in creating a Passport Issuance System which is used
to issue passports to Indian Nationals at 31 Indian Passport offices; for

creating a Visa and Consular services at Indian Missions Abroad. Credited

also for his role in creating a Central Passport Repository system

as a composite repository of Indian Passport applicants throughout the

globe. Known for his role in creating the Kuwait Compensation Claim

Project which proposed and implemented for facilitating Indian citizens

who were victims of Kuwait war.

EAST

Aman Kumar Singh, CEO, CHiPS and

joint secretary, Information Technology, Chhattisgarh





Credited for his role in implementing various citizen centric projects
like Chhattisgarh Online Information System for Citizen Empowerment,

Geographical Information System, e-Classroom, e-Gram Suraj, Digitization

of Land Records, Customs EDI Project, Central Excise EDI. Some of the

projects were first-of-the-kind in the country. An extremely innovative

man, he used emerging ICT tools for people's empowerment in number of

projects.

Abhishek Singh, deputy commissioner,

Mokokchung, Nagaland





Credited with the implementation of the much-talked about Janchetna
project in district Hardoi of Uttar Pradesh in 2005 during his tenure as a

district magistrate. Janchetna is an effective e-Governance tool to enable

G2C interface, bringing administration and government closer to the

citizens by forging effective public-private partnerships with kiosks run

by private entrepreneurs. Credited also for his role in implementing

eModop project to provide the citizens of Nagaland all G2C services and

information with regard to schemes and programs of departments and

agencies of central, state and local governments in an efficient,

reliable, transparent and integrated manner through easy access to

integrated citizen service centers, kiosks, mobile phones and the Internet

by the end of 2007.

Shahid Ahamad, SIO and TD, National

Informatics Center, Jharkhand





Credited for his role in setting up of the entire gamut of e-Governance
paraphernalia in the newly created state of Jharkhand. Credited also for

his role in networking, videoconferencing, district transport Softwares

such as Vahan, Sarathi, smart card introduction, treasury computerization,

Web-based MIS, GPF and CPF computerization, etc. You name it and he has

done it. Brought IT to Jharkhand.

Subhash Patil, system manager, Kalyan

Credited for his role in putting some sense into a huge urban municipality
like KDMC by his unique initiatives like Citizen Facilitation Centers,

WAN, Disaster Management Solutions, Payment Gateway Solution, Security

Policy, etc. He has also put KDMC on road to total e-readiness.

Credited for her role for various projects like e-Gramdhara, e-Gram, e-Panchayat,
e-Registry during the course of her service period. Credited also for

medicine and equipments of Central Medical Stores Organization in the

state.

country. Credited for her highly innovative approach.

Credited for his role in using information and communication technology as
an engine of economic growth and embracing the upcoming knowledge society.

Credited also for his role in implementing SUWIDHA (Single User-friendly

Window Disposal and Helpline for Applicants) for transport facilitation

projects like SAARTHI and VAHAN. Known for his role in Punjab State Wide

Area Network (PAWAN) to act as an IT backbone in the state.

Successfully headed the team which handled the integrated application
software for Sales Tax Department of Delhi government consisting of 14

modules being used by more than 150,000 taxpayers and 1,600 tax

authorities and their staff. Started Web-based delivery of services

including online filing of applications in Delhi, and designed parameters

for web portal of the government, which connects 94 websites of

departments and makes the web portal one-stop shop for citizens.

Conceptualized and started web based tender system for all departments of

the government, which is being used by more than 250 tender issuing

authorities besides other e-Gov interventions.

SOUTH

Sanjay Jaju, commissioner, Municipal

Corporation of Hyderabad





Widely credited for his role in initiating the citizen centric e-seva
project as a tool to bridge the digital divide in the rural areas; for his

role in 'Saukaryam', another project to improve delivery of the civic

services given by the Municipal Corporation and has become a flagship

project providing immense benefits to citizens. As a commissioner, known

for his role as an important cog in the wheel which puts the tech-city of

Hyderabad what it is absolutely the best in India.

Credited for his role in GPF — ZP, online Zilla Parishad Teachers GPF
accounts to facilitate the user to access the information online from

anywhere. Credited also for creating a dynamic District Official; for his

role in design, development and implementation of entire election

processes to counting of votes using the electronic voting machines since

1991. Known for his role in LRMIS in par with BHOOMI of Karnataka; for

implementing AGMARKNET, a project to disseminate the daily prices of

essential commodities in the district and state.
