Special Focus on Agriculture, Health, Education, Local Language, Welfare of
the Socially Disadvantaged and E-governance
Andhra Pradesh
Agriculture–IT projects would be taken up in at least 25 departments,
including agriculture and health, over the next 5 years, out of which around 10
will extend to mandal level administrative units as well.
Health–Access to quality health care a priority for the government
and IT with private sector involvement will be used to promote this goal.
Education–Information Technology will be used in the area of school
education in two distinct segments, one comprising computer literacy and skills
in information technology and the other related to its use to enhance the
effectiveness of teaching in other subjects. Private sector will be encouraged
to support distance education. Networked Universities and Colleges will be set
up within the state.
Local language–The Government of AP has appointed a Committee headed
by the Chairman of the Official Language Commission to design and develop
standards for use of the Telugu Font on computers, development of Internet
content in Telugu, translation of English content to Telugu and suggest the
steps necessary to promote the use of Telugu in computers.
Welfare of Socially Disadvantaged–Government intends to make
conscious efforts to see that IT percolates to the middle class and people below
the poverty line. This translates to goals such as taking Internet to the
villages, Promoting IT-enabled education, Promoting Local Language interface and
Taking up socially relevant extension and outreach programs.
E-governance–The government has several achievements in e-governance
to its credit. Involvement of the private sector in e-governance is a policy
priority. Integrated Citizen Services and computerization of the collectorate
are key focus areas. Government will set up a Centre for Good Governance. The
Andhra Pradesh Development Monitoring System is a GIS-based system has created
the base maps of all the 1122 mandals and the constituent revenue villages and
habitations together with a suite of applications which superimpose the thematic
data on the road network, the community infrastructure, basic demographic data,
soil and geomorphological data etc. This information is accessible on the web
and provides a tremendous support to research, analysis, project design and
monitoring in the area of development planning.
Assam
Education–Encouraging use of IT educational institutions for employability
Local language–Local language web applications
Welfare of Socially Disadvantaged–Investment subsidy upto 15 lakhs for IT
units run by women, SC and ST entrepreneurs
Chandigarh
Agriculture–Focus on internet penetration in rural areas and on the IT
awareness of rural populations through agriculture and health departments.
Education–Educational institutions to be computerised, Education department
to be connected online with educational institutions, focus on courses for
employability, free training for school students from weaker sections, creation
of a centralised library with educational CD-ROMs; emphasis on English, Hindi
and Punjabi content for schools; college curriculum to reflect latest technology
E-governance–Committee for implementation of the I.T. policy in
Administration to be set up in order to make optimum use of the power of I.T and
facilitate easy access to government offices through networking.
Chhattisgarh
Education–Proposed IT education project in schools and colleges as a part
of Indira Soochana Shakti (Indira Information Power)
E-governance–Implementing CHOiCE, (CHhattisgarh Online information system
for Citizen Empowerment). CHOiCE centres will provide services including
payments, obtaining information or forms, submitting the same, tracking them and
getting delivery of the end service / product.
Delhi
Health–To use the power of the IT to improve healthcare, empowering women
and economically weaker sections of the society
Education–Enabling Literacy and Education for the masses, with focus on Using Information Technology to spread literacy and education on a mass scale
at affordable costs, upgrading the IT knowledge and skills of teachers on a
regular basis; establish computer laboratories in all government schools; launch
a literacy campaign in slum areas using ICT; upgrade Industrial Training
Institutes for providing training of skills for data entry, marketing,
transcription, call centres, content creation and data processing; set up a
premier Indian Institute of Information Technology to impart high quality IT
education; set up a Digital Media Library as storehouse of digitalised data
containing government records
Local language–To facilitate localisation of software, so that benefits of
IT could percolate not only in English language, but also in Hindi, Urdu, and
Punjabi
Welfare of Socially Disadvantaged–To use the power of the IT to achieve the
objectives of eradicating poverty, improving healthcare, empowering women and
economically weaker sections of the society.
E-governance–To use e-governance as a tool and deliver a government that is
more pro-active and responsive to its citizens.
Goa
Education–IT education made compulsory at secondary and higher
secondary-level for school students, creating the most advanced infrastructure
through private participation as well, by establishing autonomous institutes in
Information Technology throughout the state and providing training in
specialised advanced courses
in post-graduation and doctorate program
E-governance–To enable and empower the common men to approach the
Government on-line, towards an effective, transparent and responsive
administration
Gujarat
Health–information outlets for access information on health services - like
medical expertise available at different hospitals, on line medical services
etc.
Education–Computer education, provide Internet connectivity to all
schools,create State library networks, setting up of Gujarat Institute of
Information Technology
Local language–promotion of Gujarati
Haryana
Education–One of the objectives of the I T policy is extensive percolation
of IT literacy and education in the State, basic courses to be designed to
provide ready employment opportunities in low end IT enabled services, promotion
of distance education using electronic classrooms, networking of Centres of
Learning through HARNET, citizens will be trained to making the e-citizen
interface successful
E-governance–An IT initiative fund for e-Governance shall be established
for developing replicable and reusable models of e-Governance, IT innovations in
administration reengineering, IT supported resource optimization, decision
support systems, MIS, intranets and other applicable enabling technologies.
Karnataka
Education–Computers to be part of school and college curriculum.,
curriculum to be developed with inputs from industry, a premier institute called
IIIT to be set up, 225 training centers all over the state, primarily for the purpose of
training the unemployed educated youth in various IT skills to be set up, more
colleges.
Local language–The Government of Karnataka with the active co-operation of
the Kannada Abhivruddhi Pradhikara, Kannada Ganaka Parishad , Kannada and
Culture Department as well as several Kannada researchers has already evolved a
common keyboard. The Government is committed to complete the process of
standardization and prescribe standard formats and codes for all the software
companies. The Government will provide incentives for the development of Kannada
software
Welfare of Socially Disadvantaged–The Government of Karnataka proposes to
use Information Technology to track beneficiaries of social welfare schemes.
E-governance–Computers to be used by different departments; departments to
be supported by Karnataka Government Computer Center as well as the National
Informatics Center.
Kerala
Health–IT to serve as a platform for widening the reach of the advances
made by the State in health
Education–emphasis on IT literacy; government to set up IIITM-K as a center
of excellence; focus on trained manpower to meet the requirements of the IT
industry; a fundamental IT module will be incorpo—rated as an essential
component of the curriculum for all degree courses in the state; curriculum to
be designed to ensure compatibility with requirements of the local industry;
government to facilitate the creation of subject specific e-learning communities
and establishment of a Media information & Resource Center for Education
under the IIITM-K as a nodal agency for the creation of educational content in
relevant disciplines.
E-governance–service delivery through e-Governance; IT to be used to widen
participative local governance
Madhya Pradesh
Local language–All the web pages of Government departments would be in
Hindi; use of Hindi to be promoted in all IT based databases and applications;
Hindi E-mail to be an important medium of communication between departments and
field level offices; public purchases of hardware/software, with bilingual
capabilities; partnerships with Hindi language news papers and other media
organizations based for popularization, dissemination as well as access to Hindi
formats; collaboration with the other Hindi speaking states for a joint
programme of promoting Hindi’s presence on the internet
Maharashtra
Education–By 2003, all the 637 Government and Semi-Government, Secondary
and higher secondary schools in the State will be provided with computer labs;
connectivity to be made available at Government cost to Government and
Semi-Government secondary schools.
Manipur
Education–IT literacy to be emphasized in schools and colleges; basic
courses to be designed to provide ready employment opportunities in low end IT
enabled services; distance Learning through IT to be promoted through use of
electronic classrooms.
E-governance–To use E-Governance to upgrade the standard and quality of
administration, and to provide citizen-oriented, efficient and cost-effective
government.
Meghalaya
Agriculture–GIS infrastructure is being created for the Agriculture
Department and proposal for GIS implementation for watershed management is under
active consideration
Education–In order to spread IT education throughout the state, distance
education programmes through Video Conferencing facilities and interactive
television to be conducted. Community Information Centres in all the thirty-two
blocks, for imparting computer education at the block level and also for
providing facilities for linkage to the Internet to be set up. Computer centers
being set up in schools to not only impart computer education but also enhance
knowledge in other areas of study.
Local language–For providing information to the citizen effectively, all
information to be converted to local languages like Khasi, Jaintia and Garo.
Steps shall be taken to promote the use of local languages for creation of
content for Internet and a translation of English content to local languages
Welfare of Socially Disadvantaged–Teleworking to be promoted for women to
work from their houses. Special incentives to encourage women entrepreneurship
in the IT Enabled service sector, such as easy access to venture capital/bank
loans, subsidised computer education, easy loans for procuring hardware/software
etc. to be provided.
E-governance–GIS used in pilot phase for digitization and thematic map
generation of Shillong town; GIS infrastructure created in the Land Record
Departments
Orissa
Education–Two high-end IT training centres in the Government sector namely,
Orissa Centre for IBM Software and IDCOL Software Ltd. are already operational
in association with world leaders like IBM and Microsoft. An institute of
excellence called "Indian Institute of Information Technology" has
been planned.
Pondicherry
Education–Encourage the use of IT in Educational Institutions
E-governance–Encourage the use of IT in Government Departments
Punjab
Agriculture–Leverage the use of IT in Agriculture for job creation
Health–Enter into public-private partnerships in the area of health care
using IT
Education–Use of Information Technology in delivery of Education to be
promoted; quality, reach, effectiveness and delivery of education systems to be
enhanced through the use of IT; Knowledge of IT to be imparted at both at school
and college levels, to create an IT enabled work force.
Local language–conscious efforts to see that IT percolates to the middle
class and people below the poverty line to be made and towards this Local
Language interface to be promoted.
E-governance–prioritize departments and agencies on rational criteria and
focus on the priority areas so as to computerize them over the next 3 to 5
years. e-governance should improve the quality of citizen services and citizen
interface with the government,.improve government interface with the agriculture
industry and trade, improve internal efficiencies in depts., ensure better
enforcement of law, promote outreach activities, take information and education
to the masses.
Rajasthan
Education–increase the reach of IT both in terms of quality and spatial
coverage to improve the employability of educated youth of the State
Health–A pilot project for Tele-medicine between a State level tertiary
hospital — Govt. General Hospital, Chennai - and a rural hospital — Walajah
Taluk Hospital — has become operational.
Education–As a first step to make students "digitally literate",
an innovative public–private partnership program has been launched to
make Computer Science available as an option in all Government Higher Secondary
Schools in the State. 5 teachers per school per year in each of these schools
including the Principal, are also imparted computer literacy skills.
Local language–Coding schemes for Tamil monolingual and bilingual scripts
have been finalized and notified; a "Tamil Software Development
Fund" with a corpus of Rs.5 crores has been set up to encourage the
development of innovative Tamil software–the fund has supported seven projects
till date. A "Center for Research and Applications of Tamil in
Internet" has been set up and is supporting research projects in cutting
edge areas of Tamil in IT; The "Tamil Virtual University" will
function as a facility for creating multimedia teaching content in Tamil for
both IT enabling of education and for training of teachers.
E-governance–IT will be used in govt depts. Comprehensive guidelines for
development of (GIS) in Government and the public sector have been issued by the
Planning & Development Department
Uttar Pradesh
Health–GIS solutions wherever available in the field of hospital and health
management will be procured and applied; Computerisation in medical and health
fields will be undertaken
Education–IT literacy in rural areas to be promoted by opening at least one
learning centre in each development block over 5 years, one Computer Education
Centre in an intermediate/degree college in each block, IT literacy for all
students from Class VI level to degree level, teachers to be trained in computer
education;
Local language–appropriate course material in Hindi for IT training to be
developed
Welfare of Socially Disadvantaged–Computerization of the Social Welfare and
Women’s Welfare departments to begin
West Bengal
Agriculture–Services will be delivered to citizens in rural in the
agricultural sector through weather forecasting at the district level in the
short term and the medium term, and publishing of price of commodities in all
major centres of the State and other States, and information about crop disease
management, and crop loans
Health–Services will be delivered to rural areas in the areas of Health
& Medicine
Education–Government to promote the setting up of an Indian Institute of
Information Technology at Calcutta (IIT—C), IT literacy at senior secondary
level and in professional institutions to be promoted
Local language–Government will promote use of software tools in Bengali,
Nepali/Gorkhali and other local languages
E-governance–use of necessary technologies for efficiency and transparency
in government to be promoted. IT literacy and training will be encouraged within
the Government. For a better citizen interface many e-services will be provided.
All important Government Policies, Acts, Rules, Regulations, Notifications which
have a bearing on the members of the public would be made available through the
Net or other networks.
